Well, 200k-requests attract many texturers to begin with (or at least everyone would think so) and the more people try, the more will waste their time on creating their concept in vain. I thought about doing this request and I would have had the time but since there was a large texturer pool to begin with, I didn't expect to win and rather invested my time for other requests. Besides, you didn't comment my head ;P
Another thing is the long time frame. It allows more texturers to join and ... see first paragraph ;)
