Now days nigger is used in a similar way to cunt in Australia, it can be used to insult strangers or to refer to friends;

So both are fine then I guess!
Just because one culture no longer sees a word as offensive doesn't mean others don't. People seem to forget that the world is a lot bigger than where they live, and just because you think it's fine to say or do something doesn't mean someone across the world will agree.
In this case it's a racial slur that is still seen as a racial slur by a lot of people in a lot of places. Thus it's a no no.
