Using the same moves over and over again does not make the user a bot. Neither does he ignoring everyone. I think the best way to detect a bot would be making a counter-move to his move, and seeing his reaction.

Yeah, botting's illegal. If you see someone who you suspect of botting report them to a TA or supermoderator (or an administrator/ninja)
