hmmm, it's not because it doesn't concern you directly that you shouldn't care. Maybe some people, one day, will fight actively on the internet for people's rights to communicate and share, access to culture etc...
The actual governments, "culture" lobbies, TV networks etc... fear the possibilities internet offer because it makes them obsolete. Internet is a huge progress from a human point of view, but some people would like to have more control over it.

Bills like this can be re-interpreted in many ways to suit many situations, some situations might be real threats, some might be nasty revelations about important politics, or about shady treaties shitting on people's freedom, like ACTA for instance.
