Concept of a Toribash Lottery
People buy tickets, which is put into a random generator/hat, after a certain number of tickets are received, tickets are taken out at random, the first to come out wins 1st place, 2nd 2nd place, etc, the more Tickets you buy, the better chance you have, you are not guaranteed to win when buying large amounts of tickets though.
