Just as it says, you are unable to add the card because the service is down, possibly just wait it out and then it should reside and allow you to add the card.
Hey Spetnatz. What has happened here is that you tried to add a card to your account while paypal was either doing a update to there card verification system or while it was down. Try using your card in a day or two
