no, thats only true for bumpmaps, This is a normalmap.
You have more power with the normalmap since you can control 3 directions instead of 2, a bumpmap can just control upwards and downwards (black and white) while a normal map have 3 directions in RGB. A normal map doesn't just tell the elevation of the surface but also which direction the surface is facing.

yeah this guy just makes the images greyscale first and then convert them to RGB, the final outcome is still RGB. I mean it does makes sense to make the images greyscale to get a better control of the values. I just misunderstood you a little bit when you said "so basically,its better to greyscale the image before making the map?"

Yes making them greyscale first does make a lot of sense, seeing as it is easier to control the values that way.
