You get those items if you buy qi. But its not transferable.

The reason Shockey has those is because Shmevin scammed him out of $200. So the TSA sent Shockey Shmevin's entire inventory, including his 20k QI. He can't do anything with the items, they're mostly there because they can be.

And tsa send back those 5k qi to shmevin's inventory.

They're usually invisible in one's inventory even if you bought qi i believe.

I know people who buy qi and they dont get those.So yeah probably what you said above
