Ranks have been altered.
oOmegles and Catarax are to be considered recruiters until they can be properly moved.
Nagato is to be considered council until moved.

All the things about ranks, when the permissions get unlglitched I will promote all that need to be promoted. Groin has pmed faint about my perms getting glitched.
