No. As it says in the first post, if it's directly related to toribash or directly involves toribash, it does not have to pay.

Added rule 5.

No post count requirements are to be mentioned anywhere.

You can reject anyone you like. If it's due to their post count, don't mention it.

If someone spams the forums to try and meet a post count requirement, your org may be shut down, and you may be banned.
