There's a switch you can use to allow registered players only, but if run through Toriblaunch, its quite impossible to set it up that way.
So if you add it and you're unregged, you'll get in.

so if you use the console command to run the server id imagin you need to run switches for each setting for the server. do you by anychance have a list of the commands? Id like to make the server availble for all to use.

If you use Torilaunch, anyone can use it... and use search, for "Server flags". You'll need some technical knowledge though.
