i had a problem similar to that, i have tried everything that can be done.
but, i don't know if your problem is the same, follow the thread and replies and try everything stated in the thread. and the most important one, is trying it from another pc using the same connection.
if it didn't work yet, then nothing in your hands, you have to play it as it is.
if you are asking how did i solve it, i just did nothing, completely nothing, i just went to sleep and the game was doing these things, and next day when i opened it again, it worked fine.

WSA error 10060 is a connection timeout.
It can be caused by many things: firewall, your ISP throttling, having a generally slow connection, the TB servers being dead - which they aren't atm, using a proxy (yes proxies cause it), other stuff eating your bandwith etc
If none of the above apply you can cure it with a Windows registry hack increasing the timeout period.
