Flame forge always goes on tori (right), so if you're uke it goes on your opponent. When the person who's on Tori position is wearing an activated flame, that flame will dissapear when you open flame forge and flame forge won't work. Then if you close it and open it again it should show the flame forge flame.

I can see it now but create still does nothing

well for some reason that's not happening create literaly does nothing
