can anyone tell me why twinswords tourneys are offline, or when they will be on again?

Sometimes tourneys go offline because of maintenance. Twinswords especially because it's a rather buggy mod.

and what about judo? its not working either, and why the tourneys? the Beginner, Intermediate and Blackbelt are just fine

There's no set time/date as to when any servers will be back. You just need to be patient.
