What the hell does this mean
I've been selling my head textures for a week now, but now and then I've been getting replys saying bumped price lowered. What does this mean?

It means they are lowering their offer, and a bump is used a maximum of once every 24 hours to keep the thread alive.

So to answer your question, he was updating the thread with what is called a 'bump' to move his thread back to the top, to get noticed.
You can only do this if you meet all the rules in place. (In the quote).
