also, you bought the flame particle. you have to have the actual flame to be able to use the flame particle.
particles are the little balls of colour that float up from the hand and disperse in the air, the flame particle texture changes the texture of those little balls so you could have dollar signs emitting from your hand, or some other thing instead of the little balls.
