Yea... you can start any wars you want but if your going to start a war vs a very good clan make sure there are at least 2 other people with you from the clan

Head do some recruitments and kick inactive ppl aint so hard
oh and make wars but try to find a clan with your rank

I know... The inactive people are kicked if they are inactive for 2 weeks
