Back in the days there are STABLE head flames.
Why can't I use them anymore?

Uhh, you could explain your problem further. First try typing /opt particles 1 in chat and going into setup->>options and checking "effects always on".

We really don't care how long you have been on.
We can see how long you have been on.

Try deleting yourself in the customs folder, then do the following in this sequence:
/dl rickyz
/lp 1 rickyz


Than if that doesn't work, do what JtanK said.

Check these flames. They used to pop up but they don't show up anymore

That's why you're not seeing them, Zorath made those flames using a glitch or something with the flame maker (I wasn't there back when it was one) since a while ago they have patched it so they don't show.

I'm so sad now

rickyz stable flames were removed with Toribash 4.7 or 4.8
stable flames no longer work or at least don't work fine

cause stable flames was one big particle, it's not how TB flames are supposed to be

It was said numerous times when that bug was fixed that static flames no longer work.
Follow the simple rule of checking flames before buying them and such cases won't happen.
