Here's my first program for Toribash.
You can see what textures a player has got. It's pretty easy, but I'm gonna improve it.

No. You do have to specify where your Custom folder is, though.
As for the app, I don't see how it could be useful, but it's a good development step.

Also make another form to display the textures that they have much like the torishop does.
