Is there any way possible to get a refund of the 50k needed to pay Veb to become official?

Well you did become official. It's not Veb's fault that clans die eventually.
If the clan doesn't get its officialness, then your 50k will be refunded as standard. If it did/does become official, then a refund is impossible.
