Well Jebus I use sketchbook, but not the pro edition. And when I had saved the file as a TIF file it basically didn't give me the option to add anymore layers after I had closed down the program.

saving it as png jpeg or tiff or targa will make it a flat picture

Ah I gotcha. I used Sketchbook Express for a long time, so I know the Tiff struggles.
I'm just lucky because I never use layers.
