The pallete menu in GIMP as far as I know is accessed through the Image menu - Dockable Dialogues - Pallete.

Note, I don't have GIMP so I can't check this.

I'm using gimp 2.6 so I'll take a try. You can find palette under windows tab (also try recently closed docks under same tab). On a related note you can download a customized toribash palette, instructions here.
