I know you can get QI transfers and that the account what you're taking the QI away from and the account what receives the QI both needs to PM someone.

Who would I PM?

QI transfers have been stopped.

Why?

It was started as a favour for people who knew SkulFuk or Suo, the whole system was abused and they were flooded with requests.

I think it was decided that getting it spoils the fun of the game.

I imagine that there will be more reasons why it has been stopped.
