I've been gone for a year and just started playing again 3 days ago, so there are a few things I'm not caught up on.

I noticed that the no-qi items seem to work by either buying them with USD, or you buy them from a player who did (instead of the old way, which was buying the no-qi items from the Market Squad).

My question: When someone unpacks the no-qi packages, can those items be traded to other players without the qi restraint or is it only the pack that can be traded to anyone? I'd think this would be pretty inconvenient for people that just want something like a No-Qi Void Force and not every Void item in the pack.

Packs are no-qi.

Individual items (unless specifically stated otherwise) do have the qi limit.

If you unlock the no-qi pack, the individual items will have the qi limits on them.

so, lets say im a white belt, and i bought a void pack. i wont be able to use it?

No qi packs are able to be open by any belt
You can transfer them as many times as you want. But after its open the items will go back to the original qi

Well that's unfortunate. Is it still possible to get the individual no-qi items from the Market Squad by any means?

The link above is the Marketeers official shop. Note that the same restrictions apply to these items. Meaning that the qi-restriction is placed back upon the item once you have bought it. So if you want to sell it/transfer it the user will need to have the appropriate qi. Also probably worth mentioning, none of the items sold by the Marketeers can be considered cheap/attainable by everyone.

And yeah, I assumed it wasn't gonna be too easy getting a no-qi Void Force. But it's actually not as unattainable as I thought it was going to be. xD
