CloudFlare wouldn't interfere with the game server connection (well if it did, it would for everyone, not just you).
It's an issue on your own drive. Either it is full, the folder is corrupted, or you do not have adequate write permissions to the directory.
Are you running the Steam or standalone version? Try to verify the integrity of game cache or attempt a re-install.
