Is there any way to rotate a joint?
For instance, i have a sword in one of my two outstretched arms, i twist me wrist to turn the sword sideways, and cut across the enemy in front of me.
Or something like rotating my elbows to do a basketball throw.
Is there any way to get him to rotate his arms? Or ankles.
Nope. I wanted to put in a suggestion about this but one of the rules is against joint control.

Incorrect.

There is a way that you can change the direction in which joints rotate, with modding. I'd ask someone experienced with mods, try Echoforce.

You can change the direction you contract the joint, but you can't make a rotation.

I'm pretty sure you can make the joint rotate by changing the axis
PanzerSoul is right. changing the axis makes the joint looks like rotating. By modding, you can make it but you cannot use anymore the contract and extend feature since you change the axis.
