start up your pc in "safe mode" (method found here: http://www.digitalcitizen.life/4-way...ode-windows-10)

this disables startup programs so you should be able to delete the file as nothing else would be able to open it.

edit: after a little research there are programs that can delete "any" file. you could try this one, it's from a trustworthy antimalware supplier and is free (Malwarebytes): https://www.malwarebytes.com/fileassassin/

Thanx Surge... but i was finally able to delete it few hours ago!

I tried to delete whole toribash 5.02 folder and then i restored it back from the recycle bin... then when I tried, the file was deleted... also i fixed the bugged texture... Thanks everyone!
