It's a pack, when you unlock it, it just becomes an opened pack containing full vortex.
you unlock it by an option next to the item, just like activate/edit so on,

unlocking the item will also result in it losing it's no-qi restriction.

i'm guessing it's not an item you own and that you saw it in someone else's inventory..
well, when that person clicks "unlock" the full vortex items will be packed into a set
ready for use.
The past makes you wanna die out of regret, and future makes you depressed out of anxiety. So by elimination, the present is likely the happiest time.
