I'm not sure who is able to start wars other than "elite" rank and leaders.

You guys are open to set up wars whenever you please, but make sure you win!!! Haha.

I did a few solo wars couple years back, so we have 100% win ratio don't drop it :P!

Also guys don't worry about losing in wars it's not a big deal, just have fun and play your best.

Having fun and messing around is probably the best thing to do honestly, I feel like you need to do that in this game's community.
