Well this is misleading as hell. Make sure it's enabled in your advanced settings.

Perhaps you can post like a normal person?

the graphics have to be at least normal to see shaders, some shaders have to be at least Low.

Maybe updating graphics drivers helps.
But your laptop/computer's hardware probably has shader model 0.0, which doesn't support shaders.
You can check your shader model here.
When you got directX 7 or lower, it won't work for sure.
