moofe - 6 HDRi - locations with backplates. Damn good resolution, also ships perfectly camera setup (max)
weiss-ag Nice HDRi's. Site is german but I think "Free Download" says all. Hover over the pictures to see details
crazy8studio 12 HDRi environments for free
HDRi4free One free HDRi only but with damn nice backplates. Worth it!

You should add the BRAND NEW toririg for 3ds Max made by Madness and rigged by Stupinator. (I think that's how it went at least).
