Can a clan name be changed? If so, at what cost is it to change the name?

PM a Clan Manager or the Clan Admin with your desired change
If you can have what you asked for (it wasn't against rules or already in use by an active clan), the Manager/Admin will confirm this for you
If you're sure, send the 10,000TC to the Manager/Admin and they'll change your clan's name/tag for you.

Yeah, I only don't like erthtkv2 because of the mod's name. Make it "tkv2," and the mod will instantly become more popular. This is a valid reason as the name of the mod is still an important feature that no one seems to have yet discussed.
