I believe you just follow the same uploading attachments proccess:
Click on the "Go Advanced" button below the quick post box, find the button that says "Manage Attachments," Browse, look for file you want to upload, click Upload button
This works for any other file they have on TB as well, IE replays, lua scripts

If your mod has been approved you can follow this procedure:
Mods(between market and replays)----->Add mod----->Upload
If your mod has not been approved, you can follow this procedure:
Make a post or a PM to any mod team leaders asking for your mod to be approved---->Go advanced---->Manage Attachements---->Upload
The problem is that uploading is currently unavailable so I suggest to wait till hampa or any other admin fixes it.

The best way to get a mod approved is to upload it & make a thread with it attached.
That'll get people's attention, and generally gets usable mods approved quicker.
