Ok i founded way how to import them in 2.8 gimp
when you have launched gimp then:
Windows > Dockable Dialogs > Palettes
Right-click on the list of palettes and select "Import Palette".
In the Import dialog, click the Palette file button and navigate to that file.
Click the Import button.

Update it if you want all colours just add at the end of the file

Also you can open "Toribash.gpl" with a notepad =]
