i dont know how it is in USA or in other lands. but in germany its forbidden to have sex with a 13 year old girl or boy ( depends on your own gender and desiere)
and 14 years old are allowed to have sex with everyone but older than 18 is forbidden.
and "ad3556 " said he is 13yrs.
so i think he should wait or search for a girl in his age.
there should not be a problem.
as long as no one tell the cops of course

was with 17 and my girlf was 14 to this time.
of course the parents freaked out after awhile but they are crazy anyway.
