Next to what Gunkman linked you too, you can also always get this link: https://cache.toribash.com/Toribash-4.82-Setup.exe and change the 4.82 part with the version you're wanting, for example, you wanted 4.0: https://cache.toribash.com/Toribash-4.0-Setup.exe.
5.0 gives a 404 error because it never got released as a non-steam version, and as steam has auto-updates it is gone.
