There isn't a huge need for this to be honest. Once you get better you learn how to hunt your opponent and if you dislike runners then set up a server so you can kick runners. There is no need to move two players for something which they probably didn't want to do. For example, new players may not know how to control their Tori and end up flying everywhere, now it's unfair to spec them because they aren't that good.

Though I still don't think this is a huge thing. The last time I saw a runner was about 4 months ago. It's not as common as you think, where it is common, just stay away from there if you can. If it's a mod you love and want to play then deal with it and learn to chase the enemy.
