Some websites cap download speeds if you're not a premium member.

It was depend on your home network speed.Sometime it could be happened because lot of file upgrade only one side and also it could be a lot of network transaction.It has also cause that the place where to you download the files it denote low speed.
Are you downloading using torrent?
If so is is because there is no one seeding...
If not I agree with box...and sometimes it's because of your location...like when I was downloading from our house one time I got 10-50 kbs but when I download something from our store usually I get 100-300 kbs...

If nothing works try cheat engine and enable speed hack... it should speed up your download..try putting 0.3....

It's all speculation until he posts again with whether the problem is from only one site or from every site, whether he's using file sharing services instead of a regular server, or whether his DL speeds have a cap. :/
