If you want to make a real clan, you'd need to post your clan in the Clan Discussion section, but don't forgot to read the stickies on the top of the page, those are were the rules are. You need to follow the rules to make the clan.
Any clan name is fine, except that it isn't the name of a clan already taken. VIP is taken, so you would have to make another one. I don't see why SVIP wouldn't be allowed.
