the head looks a little taller then it is wide in toribashtextures for me, so idk
It's supposed to be. Also looks like a sphere to me.
But there's always a chance that's it's a little imperfect.

my guess is its meant to be 512pixels, but is it?
If your referring to the toribashtextures.com upload page it simply has to do with the page not being fully responsive yet. Uploaded sets should look perfectly fine though.
the point im making is you cannot map a square onto a circle.

is 512x512 actually treated as 512x256 with major distortions on top/bottom?

it has to do with the uv mapping of the sphere.
not meaning it is oval.
get a program that deals with 3d painting and you can get a perfect square,
else you are left to do try and error.
I made a quick texture-based explanation.

To answer the main part of your question, the tori/uke head is mostly spherical. while it's not perfectly smooth, it IS round and not an oval in any way (99% sure).

however, the way the texture mapping is done causes massive amounts of distortion at the top and bottom of the texture ingame, the top and bottom quarter or so of a texture are compressed immensely.

here is a quick, ugly texture i threw together. it's just a thick line going vertically through the face and all the way round. Ignore the bend in the center, and compare the top of the head below with the top and bottom of the flat, hopefully you can get an idea of how much is pressed into that top bit.
