Almost everygame i go into, there is this line of text displayed at the top:

It always says the same thing Most of the time, so it doesnt seem like its from any particular player. Is it normal?

Its a bounty.
Someone puts a bounty and a text on you.
When someone beats you and takes the bounty the text is revealed.
Just by living, people hurt others without even realizing it. So long as humanity exists, hate will also exist. There is no peace in this cursed world. War is just a crime paid for by the pain of the defeated...
