These so called "bountys" are shown in-game bellow the name of a player.
To make the text appear, you need to pay 2.000 toricredits.

You can put bountys on people for 100 tc, when people best the person you put the bounty on they get the 100 tc. You can put them on for 100tc+, if you want a text under your name like this someone has to put bounty text on you for 2000 tc.
