Log into league of legends > Store > Gifting center. The person you are gifting to must have been in your friend list for a minimum of 2 weeks before you can gift to them. It would be "possible" but I don't know if it would be legal.

It's legal on Riot's end and I'm pretty certain it would be legal on Toribash's end as stated in the thread linked above. I would PM an msquad member for a quick(er) official response.
