Cel-shading in toribash adds darker outlines to most things, and adds a dark line where two contrasting colours meet. Here's some pictures, for comparison.

Here's what toribash looks like with full shaders, and Cel-shading.
It only works if you already have shaders though, and is a bit harder on your graphics card. For most modern cards, it's not an issue, but the majority of people that play toribash seem to have lower-end and older cards.
