Caz, the main issue with your argument is that shipping it to poorer countries will do NOTHING to help them. This is supposed to clean up oil spills. Unless a third world country has a plethora of oil spills, then they'd probably need it. I'd assume that this would probably be given to many organizations all over the world that clean up the oil spills.

Is there an article? Or any citation? There's nothing to discuss here but uneducated conjecture. Google has also never heard of this.

I also don't think that oil contaminates water as much as other things, and good/cheap water filters already exist. It's merely a matter of giving them to people who need them.

Oil and water cannot for a mixture because water is polar and oil is not.
Not because they are both polar, that would mean water can't mix with water. Does that sound right to you?

Secondly, an emulsion is a mixture of non-mixable liquids, for example water and oil.

So water and oil can mix, just get some oil wand water and froth it around etc.
