i have a hit sound that works ingame but is not in my Activated inven, wtf?

Go to your toribash folder > data
Then find the folder named eki27 and delete it.
Go ingame and type /dl eki27
Should be gone.

This bug also happens to other sounds, fpt and joint textures if I remember correctly.

Toribash -> data -> customs*

Ek; it won't reactivate, it will just clear it from your custom folder and the /dl command will reload your activated items on your tori. So as long as you don't reactivate your hitsound it won't play.
