Chzo doesn't want magi. He wants victims. Cabadath was an old treat to him at that point, and Chzo would have also known for a fact that Cabadath would've taken this route in the first place, so Chzo simply used Cabadath as food insurance. Remember that he feeds off pain.

I liked the games, very entertaining. The ending was also quite satisfying.
