I know how to in GIMP. Resizing and rotating layers. There's actually two
different ways for each. The way that I'd normally resize would be go to
layer>>scale layer which is easy for if you want a precise pixel size, or there's
actually the tool. For me it's right above the blend tool. It's called scale tool. :P
You just have to click on the piece you want to scale, and then drag your
mouse to and fro the piece you're scaling, then click on okay once it's at the
size you want. For rotating, there's layer>>transform>>arbitrary location for
degress other than 90, 180, or 270, which would be right above arbitrary
location. Or you can use the tool. For me it's right above the bucket fill tool,
and next to the scale tool.

Edit: Also, in GIMP when I would could out a piece from a photo to paste it onto
my texture, I'd use the Free Select Tool and turn of anti aliasing, and turn on the
feather edges with a radius of 10. That way it's not just cut perfectly straight how
the select was shaped, but it fades away a little to make it seem more natural. And
also, this was the outcome of my first/only CP head. I copy/pasted off of
this photo
of a transformer; that's where the sidevents and headlights are from. Most people
thought it was from a car.
It's not 100% C/P though.
