It is definetly someone hacking your webcam, you should delete your wbcam drivers or reformat.

Well I would notice it since my visual effects of my camera suddenly opened

VISUAL EFFECTS


DAT MEANS THE CAM OPENED SUDDENLY

because everytime my cam opens

the visual effects always opens
