Getting cs is a big play? Heck, even I can get cs better than that fool, and I main freaking supports. When I'm playing bad I'll get only 60 cs, 10 minutes in. That fool still hadn't hit 30 in the same time. Even after Olaf started roaming.
He also bothered asking whether he should play singed top or rammus bot. RAMMUS. BOT. By this point, the enemy had also picked their top, an Olaf. So basically, he was either choosing a shitty support, or counterpicking himself.
